The top of your documents (at least where the body is concerned) must always be an h1 and the Skip To links have to be under it-- in my opinion. Everything that's inside the body falls under h1. The h1 as you know, apart from the title element, is one of the most important elements in an HTML document because it gives the user a general idea of what the document is all about, not to mention which website the user currently in. But why give the same importance to h1 as the title element? Hehehe, simply because we cannot put the title element inside the body element.

It's pure table less layout which is the ultimate direction for accessible sites.
Other observations by the rest of the group in regards to its Section 508 compliance is also confirmed, so no problem about it. It will only further add acceptance as a PWAG accessible validated site. Again it's a strong YES vote for me.

color choice and combination (analogous of velvet and purple) has enough balance between colour and images.
the site loaded up fairly fast even though there are many images in some internal pages, except when (sometimes) fetching and loading 3rd party ads.
In overall grading, the site conformed to most (if not all) of the checkpoints of WDAR maturity stages 1 and 2 requirements and the Manila Accessible ICT Design Recommendations, except that i can't find a search form to give the visitor an option to search the site. [PWAG MS 2-10] Meron ba? Di ko makita eh.
With this, I personally agree with the general consensus (by PWAG core group) and recommend BLINDING-LIGHT. COM to have the seal of accessibility and candidate for "Disabled Friendly Web Site Award"
